The Canadian Association of Petroleum Producers (CAPP), on behalf of Petro-Canada, ExxonMobil Canada Ltd, Husky Energy Inc. and EnCana Corporation (the Operators), is completing preparatory work to facilitate the introduction of a compressed air Emergency Breathing System (EBS) device for use by offshore workers.

Training in the use of EBS through helicopter underwater escape breathing apparatus training (HUEBA) will be a required training for all personnel working offshore as of November 2007, and incorporated into courses offered in Atlantic Canada by the training institutes, Survival Systems Training Limited (SSTL) located in Dartmouth, Nova Scotia and the Marine Institute (MI) located in St. John’s, Newfoundland and Labrador.

At this time SSTL has the capacity to offer HUEBA training as it has been providing this training for some years to the Department of National Defense. The Marine Institute (MI) does not deliver training to this client and does not have the requisite facilities, equipment or personnel trained to offer this training.

This project addresses the need to develop capability in the province of Newfoundland and Labrador to offer HUEBA training, as it will be generally beneficial to the offshore industry and service providers engaged in offshore activities. It is anticipated that the output of this work will be incorporation of this training into the Marine Institute’s OSSC suite of courses.
